If you're not able to message students in Handshake from Search Students or student profiles, it's most likely due to your current recruiting activity status at institutions you're connected with.
Partner Institutions
To proactively message students, Core and Handshake Plus employers must have at least one approved or expired job posting at the institution at which the student(s) attends.

Handshake Open
To connect with students and alumni in the Open Network, Core and Handshake Plus employers must have at least one approved or expired job posting at any partner institution on Handshake.
Note: Premium partners can message students without a job posted. Premium features are for Handshake Premium accounts only. For more information, please check out this resource!
